With the construction of the Perm-Kotlas railway at the end of the 19th century the economy of the Dvina areas livened up. Kotlas became an important staging-post where wheat, butter and oils, timber and furs were reloaded to the river barges.
At the end of the 19th century the Kotlassky District became the place of exile for political reasons. It is there that many members of the «Narodnaya Volya (‘People’s Freedom’) organization, leaders and participants of revolutionary movements in Russia of the end of the 19th - the beginning of the 20th centuries were sent to; among them were Stalin and A.S.Pushkin’s uncle P.I. Hannibal.
During the Civil War and Intervention Kotlas was the base for the Northern River Flotilla, which played a crucial role in fighting the enemies.
